About Manipur PSC Civil Services

MCSCCE is MPSC's combined exam for the state's administrative, police, finance, revenue and secretariat cadres. The latest cycle is MCSCCE 2022 (Advt. No. 01/2022, dated 7 December 2022), which listed 100 posts: 55 UR, 1 SC, 27 ST, 16 OBC (Meitei) and 1 OBC (Meitei Pangal). MCS Grade-II and MPS Grade-II are on Rs 53,100 to 1,67,800 and the other three services on Rs 43,300 to 1,37,100. MPSC's What's New page lists the final result of the 2022 exam in April 2026, and no newer MCSCCE notice was on the site when we checked on 24 September 2026.

Eligibility

Age limit

General category: 21–38 years, counted on 1 July 2022.

Age relaxation

  • OBC: 3 years
  • SC: 5 years
  • ST: 5 years
  • PwBD: 10 years
  • SC and ST candidates get 5 extra years, OBC 3 years and persons with disabilities 10 years. SC, ST or OBC candidates with a disability can add both relaxations.
  • For the 2022 exam only, the government added 3 years for every category because MCSCCE 2019 was cancelled. Anyone who was within the age limit on 1 July 2019 could apply.

Qualification

A degree from a university set up by a central or state Act, a deemed university, or an institution set up by an Act of Parliament, or an equivalent qualification allowed under the MCSCCE Rules, 2022. You must hold the degree certificate by the closing date of the prelims application.

Other conditions

  • You must be an Indian citizen and able to speak Manipuri or any tribal dialect of Manipur.
  • You must be a permanent resident of Manipur. A candidate whose parent or direct ancestor was a permanent resident is also eligible with proof such as electoral roll enrolment and a birth certificate.
  • Attempts: 6 for general candidates, 9 for OBC, no limit for SC and ST. A general-category candidate with a disability gets 7. Appearing in the prelims counts as an attempt.
  • The only exam centre is Imphal.

What they ask

The MCSCCE prelims has two objective papers of 200 marks each, set only in English, with a third of the marks cut for each wrong answer. Paper I covers current events, Indian history, geography, polity, economic and social development, environment and general science. Paper II tests comprehension, reasoning, decision making and Class X level numeracy and data interpretation, and you only need 33% in it. The mains has an essay and four General Studies papers of 250 marks each, plus a 300-mark English paper where you must score 40% before your other papers are counted.

How to prepare

  • Sit both prelims papers. MPSC disqualifies anyone who misses either one, even though Paper II only needs 33%.
  • Do not guess blindly in the prelims. Each wrong answer costs a third of that question's marks, and marking two options counts as wrong.
  • Give the mains English paper real practice. It is Matriculation standard, but if you score below 40% your essay and General Studies papers are not taken into account.
  • Practise full 3-hour answer writing in English for the four General Studies papers, and use the MCSCC papers from 2010 onwards, including 2022, on MPSC's Previous Year Question Papers page.

How to apply

  1. Open the notice on www.empsconline.gov.in and choose Submit Your Application.
  2. Enter personal details, address, parents' details, and education from Class X onwards.
  3. Add your post preferences (at least one), then upload your photo, signature and documents.
  4. Check the final page, accept the declaration and pay the fee online: Rs 600 for General and OBC, Rs 400 for SC and ST, no fee for differently abled candidates.
