UPSC CSE has three stages: Prelims (two objective papers — GS-I and CSAT), Mains (nine descriptive papers) and the Personality Test. Prelims is the great filter: roughly 10 lakh applicants compete for about 14,000 Mains seats. GS-I decides your rank in that filter; CSAT is qualifying at 33%.
